The bill (Reg. No.6510) submitted by the Cabinet of Ministers of Ukraine presents a new version of the Law "On the Fundamentals of Social Security of the Homeless Citizens and Children" that specifies certain terms, alters the order of work of separate establishments for the homeless, etc. Furthermore, it suggests a new version of the title "On the Fundamentals of the Social Security of the Homeless Adults and Children."
The Committee members declared that adoption of the effective Law in a new version would improve its norms defining the terms and concepts to harmonize them with the European standards.
The Committee members pointed out that the suggested amendments defined the concept ‘homelessness´, pursuant to which "the citizens are considered homeless if they do not possess any housing appropriate for the dwelling."
In contrast to the current version, such a feature of homelessness as availability or lack of registration of residence place is excluded from the bill that is harmonized with the Law "On the Freedom of Movement and Residence in Ukraine."
A new version of the bill determines separate population groups in danger of dwelling loss, i.e. orphaned children and children deprived of the parental care, hostels inhabitants, leased apartment inhabitants, citizens living in the apartments of their relatives or friends, citizens with mental disorders, drug and alcohol addicted (clause 15 of the bill).
The bill offers a new type of establishment for the comprehensive service for this category of citizens, separate subdivisions of which may render services that now are rendered by the separate establishments of the social protection for the homeless.
Responsibility for the violation of legislation on the social protection of homeless adults and children is also established.
The Committee members upheld the bill, however, they emphasised that separate clauses of the bill, esp. clause 28, should be harmonized with clause 18.
